Penalty Shooters 2 is a soccer penalty shootout game developed by Nuspeko for FlashFooty.com, and you can play it free here on retrobowl.me. Every match is a straight penalty shootout: you take a kick, then you stand in goal for the other team's kick, and you keep switching until one side wins. You pick a fantasy league, choose a club, and try to carry it from the group stage all the way to the final.
If you searched for "penalty shootout 2" or "penalty shooter 2," this is the game you were probably thinking of. It is short, easy to learn, and every cup run feels different because the other results in your group are played out based on team strength.
Key features
- 12 competitions: Eleven club leagues (England, Spain, Germany, Italy, France, Brasil, Mexico, N. America, Argentina, Netherlands and Russia) plus a Global Cup for national teams.
- Fictional clubs: Each club league has 32 teams with made-up, parody names like Cannon, Devils, Blankos and Blaugranes. The game says plainly that the names and kits are fictional and not linked to any real team.
- 48-team Global Cup: The national-team cup splits 48 countries into 12 groups, Group A through Group L.
- Two jobs in every match: You shoot your own penalties and also play goalkeeper against the opponent's shots.
- Team strength ratings: Every club has a strength rating, from the low 40s for underdogs up to 90 for the favorites, and the game uses it to settle the matches you do not play.
- Newspaper headlines: Before and after big games you get joke headlines, like a coach saying "Referee robbed us!" after a loss.
- Trophy Hall: Tracks your total matches, your top points and how many cups you have won in each competition.

Match rules and the cup format
Each match gives both teams five penalties, taken in turns. You will see the shots left for each side, and the match ends early as soon as one team cannot catch up anymore, so a fast 3-0 lead can finish a game before all ten kicks are taken.
A cup run starts with a group of four teams. You play each group rival once, and the table ranks teams by points, wins, losses and goal difference. After the groups, the knockout bracket takes over. These are the rounds the game uses:
| Stage | What happens |
|---|---|
| Group stage | Four teams per group, one match against each rival, table sorted by points and goal difference |
| 1/16 finals | First knockout round in the bigger brackets |
| 1/8 finals | Round of 16 |
| 1/4 finals | Quarterfinals |
| Semifinals | Last four teams |
| Final match | Win it and you see "You won the cup!!" |
Lose a knockout match and the game tells you "You are out of the cup," and your run ends. There is also a Skip Groups option if you want to jump straight to the knockout rounds.
Points and achievements
Points come from goals you score and saves you make. Early in the cup a goal or save is worth 50 points, and that value goes up by 50 with each new round, so a save in the semifinals is worth a lot more than one in your first group game. After every match you see your goals scored, saves made, points won in that match and your total points in the cup. Your best total is saved as "Your best score."
| Achievement | How to get it |
|---|---|
| 100+ points | Reach 100 points in one cup |
| 200+ points | Reach 200 points in one cup |
| 300+ points | Reach 300 points in one cup |
| 450+ points | Reach 450 points in one cup |
| 600+ points | Reach 600 points in one cup |
| 800+ points | Reach 800 points in one cup |
| Semifinal win | Win your semifinal |
| Cup winner | Win the final |
Tips and strategy
- Do not dive early: The game literally tells you to concentrate and "wait to see the target." Moving before the target shows up is the easiest way to give up a goal.
- Short presses for small moves: In goal, you only move while you hold. A quick hold-and-release is enough when the target is close to the center.
- Saves count as much as goals: Points come from both, so a strong keeper game pushes your cup score up just as fast as scoring does.
- Play for the later rounds: Because each round is worth more, one deep run beats several early exits if you are chasing the 600+ and 800+ achievements.
- Pick a favorite to learn, an underdog for a challenge: Strength ratings decide the matches you do not play, and those results lean toward the stronger clubs, so an underdog has less room for a slip in its own games.
- Close it out fast: Since matches end once a team cannot catch up, scoring your first two or three kicks puts real pressure on the other side.
